The claim is False. The video is from the year 2022 when he participated as a grand marshal in India Day Parade in New York city.
When we extracted the keyframes from the video and searched using Google reverse image search, we found similar images shared by several articles published on various websites.

A photo article published by 10tv.in, on August 22, 2022, with the title stating Allu Arjun participates as a guest in India’s Independence celebrations in America.
Allu Arjun himself shared a few images of his trip to New York on his X account.
NDTV report states that Telugu star Allu Arjun recently attended the 40th Annual India Day Parade in New York where he was invited as the Grand Marshall. During the event, the actor also met the Mayor of New York City and shared some glimpses on social media.
Allu Arjun represented India at the event and waved the tricolour at the event. He also shared a clip from the parade on his Instagram Stories, where scores of people are seen gathered at the event. "It was an honour being the Grand Marshall at the India Day Parade in NYC," the text on the video read. In another clip, Allu Arjun was seen waving at his fans from the sunroof of a car.
Hence, the video of Allu Arjun is an old one, it does not show him participating in the election campaign of the Congress party. The claim is False.
