The claim is false.
We did a reverse image search on the viral image and found a few articles from May 2022 that contained the same image.
According to a news report by the Hindustan Times, this image was reportedly taken during Modi's visit to Germany in 1993. The person standing beside him is mentioned as one of his colleagues, but their name is not specified.
During a reverse image search, we discovered several tweets with this photo. In one of these tweets, a user responded and said that the person standing next to Modi is not Amit Shah, but rather a person named Dr Sanjivbhai Ojha from Rajkot.
Using this evidence, we searched for the social media profiles of Mr. Sanjiv and found a Facebook profile under the name Sanjiv Oza. In the "About" section of his profile, he mentioned that he works at RSS. One of his old pictures on the profile also showed a strong resemblance to the person in the viral photo. Mr. Oza confirmed to BoomLive that he was the person standing beside Narendra Modi in that picture.
Hence, the claim is false. The person standing next to Prime Minister Narendra Modi in this photo from 1993 is not Amit Shah.
