The claim that the video shows the newly constructed road between the pilgrimage centres of Rishikesh and Kedarnath in Uttarakhand is FALSE.
We watched the video shared in the post carefully and noticed that at 0:30 minutes, the person speaking mentions the miraculous sights they saw on their way to Khaza. Taking that as a clue, we found an Instagram page that has published a video similar to these scenes. The Instagram user shared the video of the smooth roads and beautiful mountains on his way to the Spiti Valley near Khaza in Himachal Pradesh.
A similar claim along with the video was posted on Facebook too where the users commented that the video posted was not showing scenes of the road between Rishikesh and Kedarnath, but that they were from Khab Sangam bridge in Himachal Pradesh.
We looked further and found that many YouTube channels had published videos with similar scenes like that in the video in question and learnt that they were from Khab Sangam bridge in Keannur district on the way Khaza from Shimla in Himachal Pradesh.

Scenes of road constructed near Khab Sangam bridge on Khaza route can also be seen on Google Maps.
We also found the images relating to construction of road between Rishikesh and Kedarnath posted by a YouTube user "Mattu", in May, 2022. The user has posted his road trips from many other places too.
Hence, the claim is false. The video shows scenes near Khab Sangam bridge in Kinnaur district of Himachal Pradesh but not that between Rishikesh and Kedarnath.
