The claim is false.
We did a Google search with relevant keywords and found a video of a verbal spat between two doctors during a surgery on a pregnant woman at Jodhpur's Umaid Hospital, as reported by ANI news on August 30, 2017. This incident is said to have occurred on August 29, 2017.
We found an article on 'The Indian Express' news website published on August 30, 2017 that provided further information on the incident we were researching. The article reported that the two doctors, Dr Ashok Nanival and M L Tank, had a heated argument during an emergency
C-section surgery on a pregnant woman, resulting in medical negligence and the death of the newborn.
Several news websites published articles in 2017 reporting the details of this incident, which can be viewed here and here. Based on all of this evidence, it can be concluded that the video shared in the post is old and not related to Chandigarh or Pakistan.
Hence, the claim is false. A video from 2017 showing doctors engaged in a verbal altercation during surgery on a pregnant woman in Rajasthan is being shared as a recent footage from Chandigarh.
