The claim that the video shows floods in Dubai city is MISLEADING.
Firstly, Dubai is a city in the United Arab Emirates and the floods due to heavy rains occurred in various parts of UAE, but Dubai is not one of them. There were no floods in Dubai.
When the extracted keyframes (Using Invid tool) from the video were searched Google reverse image search, we found that the video shows flood situation in Fujairah city in the United Arab Emirates (UAE) and not Dubai.
According to an NDTV report, in a rare occurrence, the United Arab Emirates (UAE) was hit by heavy rain, resulting in flooding in many areas. Several videos surfaced on social media that showed people being rescued from Sharjah and Fujairah by rescuers. The two cities are badly affected - particularly Fujairah due to its mountainous terrain and valleys. People living in Dubai and Abu Dhabi reported considerably less rain.
According to livemint.com, Fujairah has been one of the most impacted, after receiving the highest amount of rainfall the country has seen in 27 years.
