The volunteer system was introduced in 2019 by the then ruling party YSRC, the party attached 1 volunteer each to oversee 50 households to deliver welfare pensions and other schemes at the beneficiaries' doorstep. However, the opposition NDA alliance alleged before the elections that YSRCP used this volunteer system for its political advantage.

After the TDP-Janasena and BJP alliance won the 2024 assembly elections in Andhra Pradesh. Following this win, a message stating that the yet-to-be-formed government is going to make changes in the volunteer system established by the YSRCP government, has gained traction.

The long message in Telugu goes: “*వాలంటరీ వ్యవస్థలో మార్పులు* *ప్రతి గ్రామంలో ఐదుగురు మాత్రమే వాలంటరీలు* * ఇప్పుడున్న 5000 జీతాన్ని పదివేల రూపాయలకు పెంపు * కొత్తగా నోటిఫికేషన్ ఇవ్వనున్న ఆంధ్రప్రదేశ్ ప్రభుత్వం * డిగ్రీ ఉత్తీర్ణత చెంది 1994నుండి 2003 వరకు వయసు వయోపరిమితి * గ్రామ పరిధిలోనే కాకుండా మండల పరిధిలో విధులుకు హాజరు అవ్వవలెను * వాలంటరీ సచివాలయ సిబ్బంది వ్యవస్థ గ్రామ సర్పంచుల ఆధీనంలో పూర్తి అధికారం * ప్రతి గ్రామానికి సంక్షేమ నిధి * ప్రతి నెల ఇచ్చే పెన్షన్ దారులకు నేరుగా బ్యాంక్ ఖాతాలో జమ చేయబడును * సచివాలయ సిబ్బంది ప్రతి ఇంటికి ప్రాతినిధ్యం వహించడం జరుగును. #TDP

When translated, it claims: “*Changes in Volunteer System* *Only five volunteers in each village* * Increase the current salary of 5000 to ten thousand rupees * Government of Andhra Pradesh to issue a new notification * Candidates should pass degree and born between 1994 and 2003 * Should attend duties not only within the village but also in the mandal * Volunteers and Secretariat staff will be completely in the authority of village sarpanches * Welfare fund for each village * Every month pension will be directly deposited in the bank accounts of the beneficiaries * Secretariat staff will represent each house. #TDP”
